Salt Water River Project helps in the drought and decreases water supply by one-third. Why are they doing this? Well in a supply and demand scenario there are two ways to conserve, cut demand and then supply must be cut, or simply cut supply and say this is all you get. If you cannot get volunteer cuts to the 33% you want then cut supply. In Denver and Ft. Collins CO and many other places have voluntarily cut usage, but those cuts historically would not have reached the needed 33%. These volunteer efforts typically cut about 15-18% and the only way to reach a goal or teach conservation is to train people to do without. Am I wrong? Many areas are reducing their output of water flow to conserve and then putting up information and asking the citizenry to respond in kind.
